FleetCollect Launches On-Demand DOT Drug Tests and Low-Cost Random-Testing Consortium Nationwide

FleetCollect, a trucking-compliance software platform, has launched two new services that make DOT drug and alcohol testing more accessible for owner-operators and small fleets nationwide. The company now offers on-demand DOT drug tests for $60 per test and a random-testing consortium for as low as $8 per driver per month, available in all 50 U.S. states. Both services are managed through a single FleetCollect account, leveraging a network of over 19,000 collection sites and SAMHSA-certified laboratories, with Medical Review Officer (MRO) review included.

Under federal regulations (49 CFR Part 382), CDL drivers operating commercial motor vehicles must participate in a DOT drug and alcohol testing program. Owner-operators who drive their own trucks are required to join a consortium for random testing. Historically, small carriers have faced a fragmented process: ordering a single pre-employment test required coordinating a collection site, a lab, and an MRO separately, while joining a random-testing pool meant comparing consortium administrators with opaque pricing and selection practices. FleetCollect addresses both scenarios without forcing carriers into unnecessary memberships.

For carriers needing a one-time test—whether pre-employment, post-accident, or other—FleetCollect allows ordering a single DOT drug test for $60. The platform schedules collection at a nearby site, routes the specimen for laboratory analysis, and delivers the MRO-verified result. No enrollment, subscription, or consortium membership is required.

For ongoing compliance, FleetCollect operates a nationwide random-testing consortium priced at $8 per driver per month for single-truck operators (or $80 per driver per year), with per-driver pricing dropping to as low as $2 per month for larger fleets. Enrolled drivers are selected for unannounced testing at FMCSA minimum annual rates of 50 percent for drugs and 10 percent for alcohol. When selected, drivers receive a text with a pass to a nearby collection site, and the carrier is notified with documentation for audit purposes.

Both offerings include end-to-end handling: collection, laboratory analysis, MRO review, and, for consortium members, Designated Employer Representative (DER) sign-off support. FleetCollect is registered with the FMCSA Clearinghouse as a C/TPA, and the consortium includes required Clearinghouse queries for pre-employment and annual checks.

“Most owner-operators don’t wake up wanting a consortium—they wake up needing a test,” said Herman Armstrong, founder of FleetCollect. “So we built testing the way a small carrier actually buys it: order the single test you need today, and if you’re required to be in a random pool, the consortium is right there on the same account.” Armstrong emphasized transparency, noting that the company put selection rates, process, and pricing on the page.

The new testing products join FleetCollect’s existing compliance tools, including IFTA fuel tax tracking via its iPhone app and DOT Driver Qualification File (DQF) management under 49 CFR Part 391.
